The BBC is reporting that the National Covid threat level is to move to Level Five - the highest it has ever been.

The Covid alert system was introduced to monitor the spread of the disease, and is operated by the Joint Biosecurity Centre.

Was thinking about this guy saying he's not sure the vaccine would work on the south africa variant but that it could be tweaked in four weeks. Presumably though that would set the whole vaccination programme back to square one as it'd essentially be a new disease.

 

You can see covid becoming an actual industry in itself. We'll get it under control I'm sure, but there will be constant new vaccines, testing, PPE manufacture, insurance products, specialist covid doctors and nurses, and probably a covid tax to pay for it all.

Yep that bike sums peston up, a bike thats the absolute minimal of function for what a bikes for but high on the poseur scale. I bet he wears a 12 foot stripey scarf whilst riding it and some books strapped together with a belt. Not that any of thats important  its his life he should do what he feels comfortable but his job puts him on a platform. He's been picked by us all to win a bike race and has turned up on the day with a fucking Brompton, he's not arsed about winning just representing his style, take him twice as long to finish the race just like it takes him twice as long to ask a question. Id rather someone else took his place.

If Peston's tweet is correct then I don't need to watch Johnson at 8pm, I'm an adult and I get that further measures are necessary. But I don't think it goes far enough.

Please explain how they do not pay for it. As far as I am aware Scots pay income tax , vat , corporation tax , inheritance tax and a plethora of others.

The wife is a primary teacher. Loads of stories today of kids being sent in while they're waiting on test results (today and before Christmas), or people in their households being positive but sending the kids into school, or isolation periods being cut down for sleep overs with their mates.

 

Looks like we got the virus from one of two kids in her class pre-Christmas - in one case the kid was sick but the parents refused a test (waited til school has broken up to get the positive), and another was waiting on a test result but was sent in anyway. 

 

I know the government are a shambles, but people aren't helping themselves. Absolutely selfish pricks.

 

Also, parents letting the school know today that if there is a lockdown they're going to send their kids in anyway.

 

I wonder why some people have children.

Rather than being a rude cunt, please explain it for me please. If Scotland decided to go into full lockdown for a month and none of the rest of the UK did, then who would end up paying for this, would it be divided between everyone? 

 

I wasn't having a dig at the Scots, I don't fully understand the formula and I await your explanation so I can. 

 

 

 

Pressed on whether the UK Government would pay for Scotland to go it alone, he said: “That’s not something that has occurred.

"You know how funding to Scotland works, and I’m not aware of any changes to that."

It came as independent forecaster the Scottish Fiscal Commission pointed out SNP ministers are unable to borrow more cash for Covid-19 measures under strict fiscal rules.

As well as the UK funding for the job retention scheme, Holyrood has so far received around £3.5 billion from the UK Government for business support measures such as grants, the SFC said.

 

An update from the SFC said today: “The UK Government has announced plans to spend an additional £86 billion in 2020-21, to combat the effects of COVID-19.

"The Scottish Government is expected to receive £3.5 billion in consequentials.

“The fiscal responses required by both Governments are highly uncertain as the duration and scale of the response to COVID-19 is unclear.”

It said the cash flowing north from the UK Government - known as Barnett consequentials - “could therefore change significantly”.

 

And it warned: “With uncertainty about the level of funding received from the UK Government as well as the level of spending required in Scotland, it may be difficult for the Scottish Government to balance spending against available funding within the financial year.”

On borrowing extra cash, it warned: “The Scottish Government cannot borrow to fund any additional COVID-19 related spending.

“The fiscal framework allows the Scottish Government limited borrowing powers which can be used to fund capital spending and to mitigate the effects of forecast error for the devolved taxes and social security benefits.”

Ms Sturgeon was asked repeatedly today if the Scottish Government had spoken to the UK Government about the financial implications of Scotland easing restrictions at a different pace.

 

Pressed on whether there had been specific discussions about financial support if Scotland went its own way, she told a daily media briefing: "These discussions are ongoing all of the time and they will touch on a lot of different issues.

 

"The Finance Secretary here talks about the economic interventions all of the time, but we haven't got to a position yet where - it wouldn't be a meaningful discussion for me to phone up the Chancellor and say, 'Hypothetically, if something that we haven't decided yet and therefore don't know the detail of was to happen, what would you do?'

"In a situation like this, in the kind of real world we're dealing in, that's not helpful or meaningful for anybody.

"So we have to work our way through these things in a proper, orderly way."

Powers have been handed down to Belfast, Cardiff and Edinburgh and they are entitled to use them as they see fit. But there should surely be one condition: they should pay for the consequences.

Lockdown might or might not be an effective way of fighting Covid-19, we can argue about that. However, one point is surely clear: it is shockingly expensive. The UK suffered a 20pc hit to the economy in the second quarter, the toughest period of lockdown.

 

England will end up having to pay the bill for policies over which it has no control, and that it is not following itself. If Wales and Scotland want a more draconian lockdown that is up to them. But they should also be willing to shoulder the higher taxes and debts that will come with it.

We already have devolved tax powers for the regional assemblies, and in the wake of Covid-19 the time has surely come to increase those.
