Some of the hotels have deals with the NCP @ Moorfields/Vernon St. I'm sure there's others. If your staying at a hotel, phone them and ask if they have deal with one of them.

The hotel we're staying at has 20% discount at Q-Park, it still comes out as pretty expensive though.

There's free parking after 6pm in Liverpool. 

 

If you're looking for something throughout the day just park up near the Eldonian village (free parking) and walk back in to town. It'll probably take you about 10-15 minutes to reach the centre or you can just park nearer to Sandhills and get the train in. 

 

There's some car parks near Pall Mall too (not the NCP one as that's gone through the roof in prices of late) but check out Fort Knox on Vauxhall Road or the one opposite the building work on Lanyork Road. Pretty sure they were around £4 all day but don't offer 24hrs (they might I'm just not sure).

Try King Park on Kings Dock St, Liverpool L1 8LE - a few minutes walk from Albert Dock and City centre
