Obstructing the goalkeeper's vision is the SAME element as preventing them playing the ball. You are preventing them playing the ball, by obstructing their vision. IT'S THE SAME THING.

If the offense was simply being in the keeper's line of vision, then they would have just said that.

 

Instead they added the second element, explicitly.

He wasn't obstructing the goalkeepers line of vision. If he was, well then he would have been.
