Just PL probably provides enough material right? 30 odd years; also means you measure players within the same epoch. Comparing 70s players to 00s athletes is a fruitless endeavour

Simplist way would be must have made not won the English Top division title 

 

Or just not the premier league depending on how you want it to work. Plenty of the late division one winning teams has players who played in the Premier league but didn't win it.
