I'd say ability in the present day. Not necessarily judged on their tournament performances but as they would be if they were chosen in your side today.

Does it not make more sense to pick players at their peak as we know that’s how people will end up voting anyway?

Its easy for people to just judge on ability now surely? I don't actually think it makes much difference so happy to go with either
