It's not about getting rid of the division's dregs or just keeping them away, because as you say there's always likely to be a couple of really weak teams every year, but rather reducing the competitive (and repetitive) workload. The 2022/23 season is going to have to be truncated in some way due to the World Cup taking place during the season, so that's the ideal point to look at a smaller top flight. They'll have to do something because teams will end up playing 2-3 games a week for pretty much the entire season.

 

I know that clubs are always looking to fill empty dates with lucrative friendlies so obviously they won't just be putting their feet up, but the intensity is a lot less than if they had to prepare for league or cup games, and sometimes just a little change of environment can rejuvenate a squad. That's one reason why squads often go away for warm weather training during the winter if they have a gap in the schedule.

i am not worried about the intensity. I would prefer to lose 4 cup games, 4 international, 4 something else than league games. for me the league is just fine. as for 22/23, they'll just start the season in Mid july and have a mid season break.
