According to the powers that be, 10% + 2mph is forgiven to account for discrepancies between speed displays and speed detectors.

In NSW now, the arseholes have decided that modern speedos are more accurate than when the rules were framed and you get a 2kph allowance and the bottom range fine is for "2 to 5 kph" over the speed limit. Even in 110kph  zones (motorway maximum) it is 2kph over.
