I've picked Sly, just. Rocky swings it for me but boy is it close.

The first Rocky film is a genuine cinematic classic so Stallone wins it for me, most of the films they made during their peak years were very enjoyable nonsense but Rocky stands apart & he made it off his own back as well.

I'd say they are equals. Neither are that good at acting in the true sense of an all round actor doing different roles, but they are good when they do action roles.

The only Stallone character I like is Rambo. First Blood is better than anything Arnie has ever done, but it's not enough on its own. I'm not a Rocky fan as I have no interest in boxing.

Plus it was much harder for Arnie to make it as a poor immigrant form Styria (although it helped him land the role of Conan, as the producers thought he was actually from Cimmeria) whilst Sly could act in his first language and count on white privilege to make it in Hollywood. Both had to use their bodies though and do porn before the privilege kicked in.
