In terms of a real answer, it would have to be Pele, no?  Or if you don't count him (as he didn't play in Europe and thus wasn't eligible), then maybe Maldini?  Or Buffon?  Or maybe Romario?

 

Wait, I've just gone and looked it up, and it's Maradona by a mile, thought he won it for sure at some point.  But the Uruguayan Suarez is maybe the best to never be in the top 3.
