That was a proper answer. A lot of people don't grasp 31/July/2014 00:00 as being midnight between 30th and 31st. Some people (incorrectly) believe it's midnight between 31st and 1st.

Therefore, 23.59 just makes it easier for these people. A very sad indictment on the the audience, but c'est la vie.
