They're putting more of these fake bids ( Ramsey well after all the big clubs weighed in and Moutinho interest!) out to blag the BS hoardes; their board are solely focussed on the ground move and any transfer cash would be minimal - hence Moyes not signing until he gets a decent signal on a good-ish amount of dough.

They remain solid as ever though, unless there's drama and Moyes fucks off.
