Its because when you do the sums the answer will only ever be divisible by 9

I gathered that but not all of the multiples of 9 are the same symbols. If you try it with 17, 97, 40 - they all end up as multiples of 9 but the corresponding symbols are different.

the symbols on 9,18,27,36,45,54,63,72 and 81 are all the same.
