Also, it can depend upon your ISP, and what service you have from them.
Some ISPs actively throttle p2p data, as it can cause network congestion. Also, if your local telephone exchange is congested with users, that can also cause low speeds as there is limited bandwidth from the exchange into the main "pipe" which has to be shared amongst users. Obviously, if everyone is trying to hammer their connection on that exchange, everyone suffers.
Similar problem with Cable, except it's the local UBR that can get congested rather than the ADSL rack in your phone exchange.
Theres shitloads more factors to take into account too, but I just can't be arsed typing it all out for now.
