It depends on if you agree that you need Money to win the Prem or not ?
I would say (as i have done before) since the Prem has come along you have only won it by spending money

That is it they are the only ones who have won it of those Leeds went to the wall trying to do it again Blackburn are mid table side and know that is there level Chelsea did it buy an injection of over £500m and Arsenal and United now make twice as much as everyone else on match days in order to maintain there place and since the purse strings where tightened on Wenger no title challange

If we get those kids who look so good now against there age group in the under 17s to progress and some from the Reserves who have an average age of about 17 then we might just have a chance without the zillions needing to be spent
but you will only know that if you stick with the manager its no use starting all over again with someone else
