Why is it a joke? It's not making any value judgment about the decision to invade, or whether Iraq would have been better off under Saddam.
It's perfectly possible to be pro-war, in other words to think that it was the right decision to invade, but at the same time to regret the huge number of deaths caused by the complete lack of post-war planning by the US.
Edit - by the way I take the report with a big bucketful of salt. The actual number of deaths is less important than the fact that thousands of people have died who wouldn't have if there had been better planning for the occupation.
