Almost certainly fake - had something very similar a couple of years ago. I very nearly fell for it because by coincidence I was trying to sort out a complicated Pay Pal transaction at the same time (as Drewy says its a numbers game thing). Like Paul I clicked on the hyper link which took me to a spoof (very convincing due to copied graphics etc) web page - it was only when the details page asked for mothers maiden name and national insurance number that I twigged. I checked it out and the IP traced back to an internet cafe in Korea - the site was taken down a few houurs later.
As others have said no legit bank or institution would ask for sensitive info by e-mail.
