Hotmail block certain domain names for emails - they decide what's junk and what's not, and then just don't deliver a big lump of the junk. That's a blanket way they have to block emails, they will block them for other reasons too.
But in many cases they are the only ones who know. You as a user don't get them in your junk folder so you can choose whether to sift through them. The sender doesn't get a message telling them it's bounced.
There are ways to get yourself (as a domain holder) off their blacklist but you can forget any emails getting through for a few weeks even then.
Some emails do get through to the junk mail, but not all by any means.
Last time I checked, with my test Hotmail account, it was still accepting gmail emails, so it might be worth signing up for gmail and send something to hotmail to see what happens. In fact keep the gmail account and gradually switch yourself over. In fact you should be able to collect your hotmail email from gmail if I'm not mistaken.
As for using the actual hotmail site, or live.co.uk or whatever, it's a crap website that doesn't work in all browsers. You can select an option to use the old version of the site, which might help.
In firefox some options don't show up, because they get hidden behind other parts of the screen. I can't remember what they were now, but I'm fairly sure the link to the junk mail folder is one.
