The money gets topped up by things such as posting, gaining rep etc. So it's not as though you only have the amount you are initially allocated, it can be topped up.

As for how it works, I haven't had time to have a proper look. Someone has to open an event, and set up the various options for people to bet on, and then people bet. It sounds simple, I don't know if it is though.
