When Rafa took over Liverpool Chelsea had in the previous two seasons just spent £200 million+ on players.

Man United already had a Premiership winning team and only needed a few new players to keep an already successful team 'ticking over'

Liverpool needed a complete overhaul with not only the first eleven but the full squad including the reserves.

Is it any wonder we have outspent Chelsea and Man United since Rafa has been at the club.

Please Rashid tell me what you cant understand out of that statement. Its clear for you to read why we needed during Rafas time to outspent Chelsea and Man United.
