I think Hicks wants full control so that he gets the biggest possible return on his investement. That was the whole idea of buying the club in the first place. The value of the club will rocket over the next few years and he knows it.

His business plan is a simple one, borrow more money and slap the debt on the club, build a stadium and sell the whole thing for 1b.
In fact that's probably his sales pitch to potential new investors.
