DIC need to go to Hicks and tell him that they'll buy his share, at a price reasonable to all, but they'll tell the world it was a lot more. A bit like the Torres deal. Hicks can then boast to Bush and anyone he thinks is his friend. DIC can also promise him a statue for when he's gone.

When he's gone, they can leak the document showing how much it really cost, and a memo telling Hicks that they'll exaggerate the figure to make him look good to his imaginary friends.

The statue can go ahead. In the form of a pissing post for dogs.
